計畫簡介
本計畫在臺灣原住民族發動的『還我土地運動』及『沒有人是局外人』的傳統領域劃設辦法運動的脈絡之下,期待透過三方成員(在校學生、部落青年與部落耆老族)及雙方組織(學校及部落)的協力共做,共同進行部落傳統領域資料的搜集與劃設,期待讓學生透過與部落合作、實作與實際接觸可以更認識排灣族文化以及專業知能,部落青年可因此產生部落認同並提昇文化自信,部落耆老則可以傳承文化知識與傳說故事。
The proposal aims to evoke the collaboration among three parties ( students, tribal youths and tribal elders ) to conduct the identification and demarcation of indigenous traditional territory under the context of the recent movements of “Land Claim Movement” and “Nobody is an Outsider.” By promoting the collaboration with tribes and practices int fields, the proposal aims to increase the knowledge about Paiwan culture and professional skills among students, increase the self-identity and cultural recognition among tribal youths, and deepen the inheritance of cultural knowledge and tribal legends among indigenous elders.
問題意識與計畫目標
屏東縣泰武鄉是老人人口比例與老化指數相對最低(分別為21.7%與126),但仍高於全國的平均狀況,此數據突顯出屏東縣原住民人口的老化情形相當嚴重,特別是在原住民族地區更是如此。然而,此種現象己經深深的影響到原住民族傳統文化延續的基本問題,因原住民族與自然資源共存的現象衍生出對於運用自然資源的傳統知識與智慧,其並與現今的環保意識契合。但從早年到近幾十年因高壓的政治、居住環境的迫遷等造成部落人口逐漸的外流,以及擁有傳統文化知識的部落長者、獵人以及祭師等等逐漸的淍零,原住民原有的傳統文化知識在近二十年內呈現衰微現象,再加上主流社會透過教育的管道型塑出原住民族蠻野、未開化的刻板印象,不僅造成一般社會大眾對於原住民的先入為主的負面印象,也使得原住民在接受如此的教育後造成自我認同上的問題,族群尊嚴受到嚴重打擊,也形成原住民族群地位的劣勢。若再不採取積極的扶助措施,在未來的甚至十年後,將無法再呈現原住民的傳統智慧。
In Taiwu Township in Pingtung County, the proportion of elder population is relatively higher than the national average and they indicate the sever aging issue among indigenous communities in Taiwan. This issue has caused in depth impacts on the inheritance of indigenous heritage, which has gradually vanished and disappeared in the past two decades due to political oppression, migration and relocation of tribes, passes of tribal elders, hunters and traditional healers. In addition, indigenous people also have suffered from low self-esteem and low dignity issues due to the reinforcement of barbarous stigma and uncivilization image by the main stream education and society,which has led to limited motivation among indigenous youths to acknowledge their own traditional wisdom. Without aggressive and proper reservation policies, the indigenous heritage will vanish in the near future.
解決方案
原住民族土地與文化傳承不僅息息相關,亦是原住民族長期以來關心的事情,例如台灣原住民族曾經推動過三次的還我土地運動(1998年8月25日、1989年9月20日、1993年12月10日),原住民族基本法第20條2及第21條3皆明定有關於原住民族土地及自然資源運用之規定;此外,在蔡英文總統向原住民族道歉時亦提到會開始劃設、公告原住民族傳統領域土地,而原住民族委員會依蔡總統道歉文於2017年2月18日公告了『原住民族土地或部落範圍土地劃設辦法』。因此,本計畫將主軸聚焦在『傳統領域劃設』、『生命故事搜集』、『資源盤點與整體』等三大面向,用以回應上述原住民族所關心與面臨的生活問題。
Indigenous traditional territory is coexistent with traditional culture and its inheritance has been a primary focus among indigenous people, which resulted in launches of “Return Our Land Movement” for three times ( August 25th,1988, September 20th,1989, And December 10th,1993 ) in the past. According to the Indigenous Peoples Basic Law under Article 20-1 and Article 21-3, both of them indicate the regulations and usages about indigenous land and natural resource. In addition, in the official apology issued by President Tsai Ing-Wen also included content of the demarcation of indigenous traditional territory, which resulted in the announcement of “Demarcation of Indigenous Land Act” in February 18th,2017. Therefore, this proposal aims to target three domains: “the demarcation of indigenous traditional territory,” “collections and digitalization of indigenous life stories,” and “navigation and integration of resources,” to respond the struggles that indigenous people deal with on daily basis.
計畫執行重點
本計畫最終以數位化模式呈現佳平部落與七佳部落之傳統領域內的生命故事、自然資源及古謠資源,所謂數位化指運用數位地圖嵌入多媒體連結(tgos),包括影音、照片等,讓地圖活過來,最後將數位資源移交部落,往後部落可自行擴充內容,也可做為學校民族教育多媒體教材。

完整記錄耆老受訪內容,並保留族語及音檔,供部落日後對照確認,保留部落詮釋權。
三、 古謠調查資料
佳平婚禮流程古謠初步確立(含訪談稿)、七佳收穫祭青年圍舞古謠。
四、 動植物資源手冊
含兩部落談稿文件與資料庫(包括部落動植物用途介紹)。
